That's it exactly. If I authorise another to act as my agent, I give them the extent of my authority needed to carry out what is required.
One who is subject to the will of God speaks and acts with that same allowance of authority. I'm not talking about your average human being either.
'The One' stands as the all powerful, but sometimes a recognisable form is required. It is expected that mankind will refer to these beings as Gods, Angels, and other descriptions since they are the true manifestation of a power beyond mortals.
There are no 'Pagan Gods'. They are all representatives of The One.
